This piece is about a private school. It was born in 1992, in Shanghai's first batch of middle schools that "did not take the public road".
1992: private education had just opened its door
1992 was a peculiar year. After Deng Xiaoping's southern tour the mood of the whole society changed.
One change in education was this: society was allowed to run schools. Shanghai opened the door that year, and the first batch of private primary and middle schools numbered only five.
Yangbo Middle School was one of them.
It was founded in August 1992 as a through school (junior plus senior), recruiting across the whole city and from other districts.
What did the two words "private" mean at the time?
| Public school | Private school (1992) | |
|---|---|---|
| Where the money came from | the public purse | fees |
| Whom it took | catchment, allocated places | city-wide recruitment, and it could pick |
| Staffing | established posts | contract appointments |
| Risk | almost none | no pupils, no school |
So the first batch of private-school heads were, in essence, starting a business.
One subject, mathematics, and the school stood
For a private school to survive it needed a reason for parents to be willing to pay fees.
Yangbo's reason was mathematics.
The school made mathematics its breach: it set up a "Tan Jiazhen Academician Scholarship" (Tan Jiazhen was a geneticist of Ningbo origin; naming a scholarship after him is common practice among the private schools of this area, borrowing the weight of a local worthy).
The mathematics results were solid: pupils won prizes again and again in national, municipal and district competitions. The junior division came to be called "a famous-brand junior middle school" and the senior division "a cradle of hope".
The People's Daily once reported on Yangbo under the title "a banner of private education".
That judgement carries weight. In the 1990s private education was still suspected of being "a disguised way of charging fees", and a positive report in a Party newspaper amounted to issuing such schools a pass.
2009: two private schools into one
In autumn 2009 the Zhabei District Education Bureau took a decision: Yangbo Private Middle School and Dangdai Private Middle School would merge, and after the merger the name would still be "Shanghai Yangbo Private Middle School".
Why merge? Because of the pupil supply.
In the later 2000s the number of children entering junior middle school in Shanghai fell, and public schools raised their quality, so competition among private schools turned cruel. Two private schools, neither of them large, became one, in order to concentrate resources — a signal that private education was turning from "getting going" to "staying going".
Yangbo after the merger: 21.6 mu of ground, six teaching buildings, two libraries, two reading rooms, three computer rooms, a multimedia conference centre seating more than three hundred, a 200-metre plastic running track, and a canteen that serves 450 at a time.
The campus is in the style of a Jiangnan garden plus a modern Chinese academy — the line it liked best when introducing itself afterwards.
The things on campus that "do not look like a middle school"
Yangbo's campus has fittings a middle school is not supposed to have:
| Facility | Note |
|---|---|
| an art building, a science building | two separate blocks |
| an indoor sports hall | rare in a middle school |
| a large hall | whole-school assemblies and performances |
| pupil dormitories | boarding |
| every classroom | electronic class board, memory whiteboard, central heating and cooling |
| every floor of the teaching building | drinking water on tap |
This hardware is how a private school "explains where the fees go".
A public school's money is allocated by establishment; a private school's money is collected as fees, and what parents can see is exactly what it has to get right.
Thirty-two years of a private school
From 1992 to now Yangbo is already more than thirty years old.
These thirty-odd years are exactly one complete cycle of Chinese private education:
| Stage | The position of private schools |
|---|---|
| the 1990s | scarce, "another choice", parents willing to pay |
| the 2000s | expansion, competition, mergers beginning to appear |
| the 2010s | regulation, policy tightening, "public and private pupils enrolled together" (from 2020) |
| now | can live only by speciality: mathematics, science and technology, art |
Yangbo's choice is "science and technology plus mathematics". It is now a science-and-technology speciality school of Jing'an District: its pupils have taken the championship of the RoboRAVE world robotics competition, second prize in the China finals of the 39th World Odyssey of the Mind, and first prize in the Shanghai Adolescents' Science and Technology Innovation Competition.
These prizes are a private school's proof of survival in the age of "public and private enrolled together".
No. 991 Datong Road
Yangbo stands at No. 991 Datong Road, with its east gate in Lane 710, Gonghexin Road.
The position is very "Zhabei": Datong Road to the west, Gonghexin Road to the east, not far north is Zhabei Park, and to the south the crossroads at the Xinghuo Cinema.
A private middle school in the middle of an old residential neighbourhood — its pupils mostly live within walking distance.
This is probably what "private" looks like in Zhabei: not a school for the gentry, not an international school, just a school where parents are willing to spend a little more so that their children learn a little more.
